suppongo che debbano essere già compilati nel dbms, ma se a livello di codice intendi php allora lo supporrei solo nel caso sia previsto un installer.

i trigger sono, per antonomasia, procedure scritte a livello
database, che reagiscono ad eventi inerenti il database,
non credo ci sia altra possibilità
